Locate the responsibility boundary
The public water main, communication pipe and private supply pipe are different parts of the network. A shared private supply can involve more than one property owner. Ask the relevant water company to confirm the arrangement rather than relying on a plan alone.

Check the property documents too
Within a block or estate, leases, title documents and management arrangements may affect how work is arranged and costs allocated. Communal parts are not unowned. Technical location evidence helps identify the question; it does not decide the legal allocation.
Prepare the enquiry
- Meter and stop-valve locations.
- Available pipe plans and the properties served.
- The location and timing of suspected loss.
- Relevant lease or title information.
- The water-company contact and any reference already issued.
